In 1896, he published Der Judenstaat [The Jewish State], attracting international attention. Transforming himself into a political leader, he convened a Zionist Congress in Basel and founded a Zionist Organization. He met the Ottoman sultan, Kaiser Wilhelm II on several occasions, the pope, and secured an offer from the British government to facilitate a large Jewish settlement in East Africa.
